Sortition
Ancient Athens selected 90% of its magistrates via random lottery rather than elections, viewing voting as an aristocratic deviance that subverted democratic equality. To the Greeks, elections favored the wealthy, the charismatic, and the well-born, whereas lottery guaranteed equal access to office. Modern interest in this ancient mechanism has resurged as representative democracies struggle with polarization, campaign finance dominance, and low trust.
How it worked: The Athenian Kleroterion
In the 4th century BCE, the Athenian state relied on a randomized hardware allocator called the kleroterion. Citizens over 30 years old inserted their personalized bronze identity tokens (pinakia) into horizontal slots cut into a massive marble slab. A vertical tube alongside the slots was filled with a mix of black and white spheres.
When spheres were released at the bottom, their color determined selection. A white sphere selected the entire row of citizens matching that level; a black sphere dismissed them. This system staffed the Boule of 500 (the daily governing council) and juries ranging from 201 to 1501 citizens, making systematic bribery impossible.

Modern applications: Citizens' assemblies
In the 21st century, sortition has moved from classical history to real-world policy testing. Instead of staffing entire governments, lottery-selected groups run advisory panels.
Ireland's Citizens' Assembly in 2016 randomly selected 99 citizens to debate highly polarized issues, including the constitutional ban on abortion. Their recommendations led directly to the 2018 referendum that legalized abortion, demonstrating that random groups can resolve issues that paralyze professional politicians. In 2019, the German-speaking community of Belgium (Ostbelgien) established a permanent Citizens' Council chosen by lot to sit alongside the elected parliament, giving citizens binding agenda-setting power.
What is contested
Opponents of sortition argue that random selection sacrifices competence for representation. While a lottery ensures demographic equity, it cannot filter for expertise, policy knowledge, or work ethic.
A deeper issue is the lack of democratic accountability. If a citizen magistrate makes disastrous decisions, the public cannot vote them out. This shifts power to the unelected staff who write the briefs and moderate the discussions, creating a hidden administrative elite.
Why this has to do with other realms
Sortition is a form of decentralized selection that resembles how non-human systems bypass central coordination. In concept bee democracy, honeybees use search and signal aggregation to find nest sites, relying on quorum sensing rather than voting. Similarly, sortition bypasses the strategic games and campaign dynamics described in concept game theory, where individual electoral competition often leads to suboptimal equilibria.
By drawing from the entire population, sortition relies on concept distributed cognition, treating the state not as a hierarchy of experts but as a distributed system that aggregates diverse perspectives to solve problems.
An open question
If random selection eliminates campaign finance and partisan bias, does it also eliminate the civic ownership that comes from voting? We do not know whether a populace will accept laws written by people they did not choose, even if those people look exactly like them.
