Higg Materials Sustainability Index
Suspended from public-facing eco-labels by the Norwegian Consumer Authority in June 2022, the Higg Materials Sustainability Index (MSI) remains the apparel industry's primary tool for measuring environmental impact. Developed by the Sustainable Apparel Coalition (now Cascale), the index scores raw materials from cradle-to-gate, tracking impacts from extraction to fabric finished at the mill. This boundary creates a significant methodological bias: it excludes garment-level durability, which penalizes long-lasting natural fibers in favor of cheap, recyclable synthetics.
How it works
The Higg MSI compiles database averages to calculate a single score for a given material. A lower score indicates a lower environmental impact. The algorithm evaluates five impact categories: global warming potential, water scarcity, eutrophication, abiotic resource depletion (fossil fuels), and chemistry.
A material like organic cotton receives points based on global averages. If a spinner uses coal-fired electricity or inefficient irrigation, those specific supplier variances are often obscured by regional database averages. The index assigns a base score to polyester, cotton, silk, and wool, forcing brands to optimize fabric selection before a single garment is designed.
The metrics conflict
By focusing on a cradle-to-gate boundary, the Higg MSI stops measuring impact the moment the fabric leaves the finishing mill. This choice creates a stark bias against natural fibers:

This math encourages brands to substitute natural fibers with polyester to lower their corporate scope 3 emissions reports, even if the resulting garments fail after five washes.
The 2022 regulatory shock
In June 2022, the Norwegian Consumer Authority declared that the Sustainable Apparel Coalition's use of Higg MSI data in consumer-facing marketing violated the country's Marketing Control Act. The authority ruled that the global average data used by the index was insufficient to back up specific green claims made by retailers like Norrøna.
Following the ruling, the coalition paused its consumer-facing transparency program. This enforcement shifted the utility of the index from a marketing badge to an internal engineering tool, forcing a broader industry re-evaluation of how environmental claims are validated.
Why this has to do with other realms
In retail operations, material choices dictated by indices like the Higg MSI collide directly with the demand metrics of concept fast fashion. A brand aiming for a three-week development cycle relies on synthetic fibers because polyester behaves predictably during high-speed dyeing and cutting. What irritates me about the Higg Index is that it turns sustainability into a spreadsheet-optimization exercise that optimizes for the wrong boundary. By ignoring how long a garment actually lasts, it rewards the cheap, disposable polyester that dominates fast fashion. In fashion buying, if your metric doesn't account for the lifecycle duration of a product, you aren't measuring impact; you are just subsidizing waste.
