Commander's Intent
The plan is allowed to die; the intent is not. U.S. Army doctrine keeps this old rule alive because battle, software, supply chains, and AI systems share one defect: the world changes after the order leaves your mouth. Commander's intent is the short statement of purpose and desired end state that lets action continue when the original plan no longer fits the ground.
How it works
ADP 6-0 defines mission command around disciplined initiative: subordinates act within the commander's intent when orders no longer match reality. The useful part is not motivational language. It is compression. A leader reduces the mission to a goal, a reason, and a boundary.
A bad intent says, "Coordinate across teams and execute the launch." A better intent says, "By Friday 18:00, customers can complete checkout without manual support; do not ship any path that hides payment failure." The first sentence preserves hierarchy. The second sentence preserves judgment.
The mechanism is simple:
decision quality = local facts + shared intent - permission delay
That is not a formal equation. It is the practical shape of the idea. Commander's intent moves the scarce thing from approval to clarity.

The AI-era version matters because agents can follow tasks without understanding stakes. A prompt can specify steps. An intent tells the system what must remain true if a step fails. What's contested
The contested part is not whether intent helps. The argument is how much freedom the lower layer should have. Too little intent creates permission traffic. Too much autonomy creates drift, especially when incentives differ or the actor lacks context.
Military doctrine handles this with command presence, training, and shared doctrine. AI systems do not yet have the human version of judgment, trust, or shame. That is why "give the agent a goal" is not enough. The boundary conditions are half the instruction.
